Tax justice for equitable health care (H-SCORE)

Overview

This survey has been conducted to collect patients’ feedbacks about public health service. Oxfam and Vietnam Initiative, in cooperation with MDRI, consulting with the Ministry of Health (MoH) and hospitals, have developed an online feedback tool to measure “patient satisfaction index” (PSI). This is an important index to assess the quality and efficiency of hospitals, and the equality of the healthcare system.

Along with our experience in employing strict monitoring and quality control measures, we apply sophisticated technologies, including computer-assisted personal interviewing (CAPI), computer-assisted telephone interviewing (CATI) as well as computer-assisted web based interviewing (CAWI) technologies. We can accomplish this using a system of indicators that were designed to assess enumerators’ performance and to minimize data collection errors, especially non-sampling errors. More importantly, our advanced technology enables us and clients to observe, supervise, or even intervene at any stages of data collection when necessary.

This survey will be the material to develop proposals to improve the patient satisfaction index. It is an objective method of surveying to capture the picture of healthcare facilities. Additionally, the study is helpful for the MoH in formulation of policies monitoring hospitals and improving health check-ups and treatment quality.
