Overview

With the Government of Vietnam’s approval of the National Energy Master Plan (EMP) for 2021-2030 in 2023, Vietnam is committed to reaching net-zero carbon emissions by 2050. This presents an opportunity to strengthen the Vietnamese Government’s aim towards a “just transition” that focuses on the socio-economic ramifications of large-scale infrastructure development and how these projects can better support the needs of the communities around this development.

Within this context, this project aims to (1) evaluate (positive or negative) impacts of inclusive community engagement throughout the lifecycle of renewable energy (RE) infrastructure projects and the broader energy transition in Vietnam and (2) build understanding amongst renewable energy infrastructure project stakeholders on how and if community engagement ensures infrastructure sustainability.

The project is funded by Partnerships for Infrastructure (P4I) and directly managed by The Asia Foundation (TAF), a member of the partnership. MDRI is TAF’s local partner to conduct the mixed-method study in Vietnam.

Main tasks:

  • Deliver Mapping of RE infrastructure projects in Vietnam
  • Deliver Stakeholder mapping and policy landscape review
  • Develop and testify Gender Equity, Disability and Social Inclusion (GEDSI) and Disaster Risk Reduction and Climate Change (DRRCC) integration into the community engagement framework
  • Develop quantitative and qualitative tools
  • Conduct Key Informant Interviews (KIIs) with representatives of provincial DONRE, DOIT, DOC & DOPI in Thanh Hoa, and 3 Focus Group Discussions (FGDs) with local residents
  • Conduct a quantitative survey with a sample of 500 households who lived near the 2 case study RE projects in Thanh Hoa
  • Produce a final consolidated report
  • Jointly organize a workshop with DOIT to disseminate findings
