The ultimate aim of the study on Vocational Education Training (TVET) Financing/Program Cost Norm is to determine the most effective funding model for Vietnam’s vocational college system, which plays an increasingly important role in the education and training system of the country. The mission of the MDRI research team is to study alternate models in the government component of financing TVET, with a specific focus on enhancing performance-based funding. In fact, performance-based funding has become an increasingly attended accounting method in many organizations, which helps justify the budget’s level of effectiveness in generating desired outcomes.
The output of this study is to propose a new cost norm/funding model for vocational college and a manual handbook and procedure to identify the cost norm for each field of vocational training.
