Vietnam Escuela Nueva Project (VNEN) – Independent impact evaluation for the second and third years

Overview

The goal of the GPE–VNEN project is to overcome difficulties in building independent and creative thinking in children, with a particular focus on the disadvantaged and ethnic minorities. Teaching and learning methodology in the VNEN schools involves placing the student at the center of the class, instead of the traditional custom where the teacher is at the center. The methodology applied in the GPE–VNEN also places an importance on community participation and the role of parents in primary education. This fundamental reform is capable of comprehensively changing the teaching and learning system in primary and secondary schools and might be extended to the whole nation if proved to be successful. It will also serve as a useful lesson for the GOV for extensive teaching and learning reform in the next 10 to 15 years. Besides, success of the model in Vietnam will be an exemplary lesson for other nations.

Identification of specific targets and collection of data are for assessing the project’s impacts. Data on schools engaged in the GPE-VNEN project and schools not engaged in the GPE-VNEN project (the comparative group) will be collected continuously over four school years. Results of the assessment will be used by the GOV for developing, consolidating, and expanding the project. Therefore, full and square data collection are leading factors for project assessment.

MDRI is the institution entrusted with conducting three rounds of surveys in the period of 2014 – 2016. The targeted groups in the survey include primary students, parents of the students, and school teachers and principals.
