This study evaluates the short- and long-term effects of the Vietnamese Elite high school system. The Vietnamese government established the Elite High School System in 1966 to develop highly qualified scientists, policymakers, and managers who can contribute to society. Elite high schools in Vietnam educate their students with experienced teachers and enhanced facilities after selecting students through rigorous examinations. According to the statistics of the Ministry of Education and Training of Vietnam, the budget expenditure per student at elite high school is about 2.8 to 3.5 times that of typical high school students.
However, despite the existence of the Vietnamese elite high school education system for nearly 50 years and continuing to receive significant investments from the government, the short- and long-term effects have not yet been thoroughly discussed. This research is the first attempt to answer these questions. First, this study assesses whether elite high schools enhance human capital to evaluate the short-term effect of Vietnamese elite high schools. The research assesses whether attending Elite high schools benefit students in achieving good results in the National Examination for University Admissions and attending top-ranked universities. The study also examines the medium- to long-term effects of attending elite high school on students’ wages and health. Finally, the study determines whether government subsidies to elite high schools can be justified by identifying whether their elite students contribute to society as scientists, policymakers, and managers compared to their non-elite high school graduated fellows.
