MDRI is implementing an innovative Randomized Control Trial (RCT) as an independent spot-check mechanism for the Vietnam Provincial Governance and Public Administration Performance Index (PAPI).
Since its pilot in three provinces in 2009 and expanded experiment in 30 provinces in 2010, PAPI has emerged as an important tool in tracking policy implementation and public service delivery over time. This is thanks to its annual data and unique approach of measuring performance levels in governance and public administration at the provincial level from the perspective of citizens.
However, there has yet to be an independent spot-check or compliance monitoring tool in place to review field survey and data collection processes. In order to ensure and improve the integrity of the national PAPI survey, MDRI proposed the use of spot checks by randomly choosing enumeration areas for supervising the level of compliance of fieldwork procedures and data collection processes carried out by PAPI survey teams.
