The objective of the Baseline Survey (BLS) is to provide the Government of Vietnam, the Ministry of Planning and Investment, and the World Bank an original database for analyzing living standards, infrastructure, and livelihoods of the project’s localities (commune, district, province). This provides an appropriate design for project activities to reduce poverty and improve livelihood opportunities for poor households in 6 provinces including Dak Nong, Dak Lak, Kon Tum, Gia Lai, Quang Nam, and Quang Ngai. In addition, BLS data will serve as a basis for assessing the impact of the project when compared to data collected from mid-term and end-line surveys.
The main task of MDRI is to analyze data collected from the BLS and organize training courses for the project’s provincial and central staff in order to promote their capacity and improve the efficiency of the BLS data usage in the design, monitoring, and implementation of the project.
